They have provided an offer to Zenit on Witsel's transfer, and the offer is up to 15 million euros. But they were rejected by Zenit. Zenit want 22 million euros.
Because Witsel's contract expires in the end of the season, so Juventus can give the highest 17 million euros. Witsel himself has agreed to join Juventus. If Juventus can not reach an agreement with Zenit on Witsel transfer case, next year Witsel will join Juventus on free.
